Allegheny County Health Board Backs Paid Parental Leave Plan

The Allegheny County Board of Health voted Monday to approve a paid parental leave mandate for county employees, sending the proposal back to County Council for further review. The decision marks a step forward for advocates who have pushed for guaranteed time off for new parents working in county government.

Under the plan, eligible employees would receive paid leave following the birth, adoption, or placement of a child. Supporters say the policy would bring the county in line with other large employers that already offer similar benefits, and would help retain workers who might otherwise leave for jobs with better family support.

The vote was not unanimous, according to those familiar with the meeting. Some board members raised questions about how the program would be funded and whether the county has the staffing to absorb long absences. Backers countered that the cost of turnover often exceeds the expense of providing leave.

County Council must now take up the measure. If approved, the policy would apply to thousands of workers across various departments.
