A new preliminary report from the Bay Area air quality regulators has found that people living near the Richmond oil refinery could face a greater chance of developing cancer over a lifetime of breathing in toxic emissions. The findings, released Tuesday, are part of an ongoing community health risk assessment that looks at long-term exposure to industrial pollutants in the area.

The study focuses on a range of carcinogenic chemicals released during the refining process, including benzene and other volatile organic compounds. According to the draft analysis, the estimated cancer risk for nearby neighborhoods is higher than what state air regulators typically consider acceptable. That benchmark is often set at 100 additional cancer cases per one million people exposed over 70 years. The report suggests that for some residents, the risk could be several times that level.

They also stressed that the numbers do not represent a prediction of actual cancer cases, but rather a statistical tool used to guide future regulations. The refinery operator has pushed back on the findings, arguing that recent upgrades have cut emissions significantly and that the report may rely on outdated information.

Community advocates, however, say the report confirms what residents have long suspected. They are calling for stricter permit conditions and faster installation of air monitors.
